South East Nigeria's fish farming and aquaculture sector sits at a pivotal moment in its development β a moment defined by the tension between an extraordinary commercial opportunity (a massive and growing domestic fish demand deficit, a favourable agro-ecological environment, an entrepreneurial population, and available land and water resources) and equally significant structural challenges (inadequate hatchery supply, escalating feed costs, fragmented market infrastructure, and limited access to commercial finance).
This report, commissioned and produced by Foraminifera Market Research Limited, provides the most comprehensive analysis of this sector published to date, combining primary field research across all five South East states with rigorous financial modelling and strategic investment analysis.
Fish is the most widely consumed animal protein in Nigeria β more widely consumed than chicken, beef, pork, or any other animal source β with average annual per-capita fish consumption estimated at approximately 13.8 kg per year nationally and approximately 16.4 kg per year in South East Nigeria, where fish is culturally central to cuisine across Igbo, Ibibio, and Ijaw culinary traditions that characterize the region's diverse communities.
Against this backdrop of intense consumer demand, Nigeria's domestic fish supply from aquaculture and capture fisheries falls far short: the country imports an estimated 780,000β950,000 metric tons of frozen fish annually β primarily mackerel (titus), herrings, and croaker β at a cost of approximately USD 580 millionβ720 million per year, representing one of the largest food import expenditure items in the national budget.
South East Nigeria's aquaculture sector in 2026 comprises approximately 18,400 registered fish farmers across the five states, managing an estimated combined pond area of approximately 8,640 hectares and producing approximately 124,800 metric tons of cultured fish annually β predominantly African catfish (Clarias gariepinus) and Nile tilapia (Oreochromis niloticus).
Against total regional fish demand of approximately 486,000 metric tons of fish equivalent, domestic aquaculture production covers only approximately 25.7% of regional demand, with the remainder met by capture fisheries (approximately 18.3%), imports of frozen marine fish (approximately 44.6%), and cross-border trade (approximately 11.4%). This demand-supply gap of approximately 361,200 metric tons represents an extraordinary commercial opportunity for aquaculture investment.
The total commercial value of the South East Nigeria aquaculture sector (farm-gate value of cultured fish production) is estimated at approximately NGN 312.4 billion in 2026. Including processing, distribution, and retail value addition, the total aquaculture-related value chain generates approximately NGN 486.8 billion in economic activity in the region annually β making it one of the largest agricultural sub-sector value chains in the South East, exceeded only by the rice and cassava value chains.
