This 75% supply deficit means that for every four cars seeking parking in a South East commercial city at peak time, three find no formal provision and resort to illegal on-street parking, compound encroachment, or circling that directly contributes to congestion.

The aggregate economic cost of this parking and congestion crisis — in fuel waste, driver time loss, logistics delays, and business activity suppression — is estimated by Foraminifera at NGN 284.6–368.4 billion per year across the five cities.

A structured programme of multi-storey car park (MSCP) development, smart parking management systems, and traffic management investment across the five cities — totalling approximately NGN 42–68 billion in capital investment over 5 years — would generate estimated annual revenues of NGN 18–28 billion from parking charges and ancillary revenues, with internal rates of return of 18–28% for well-structured Public-Private Partnership (PPP) investments.
