South East Nigeria β comprising Anambra, Abia, Imo, Enugu, and Ebonyi states β is emerging as one of West Africa's most compelling frontiers for investment in the plastic recycling sector. The region generates an estimated 1.87 million tons of solid waste annually, of which plastics constitute approximately 14β18% by weight, translating to between 261,800 and 336,600 tons of plastic waste generated every year.
Despite this substantial volume, formal plastic recycling penetration remains below 8%, leaving over 90% of plastic waste either uncollected, openly burned, dumped in waterways, or buried in unregulated landfills. This structural gap between waste generation and recovery represents one of the most significant commercial opportunities in Nigeria's evolving circular economy landscape.
The South East has historically been Nigeria's commercial and manufacturing heartland. Cities like Onitsha, Aba, Enugu, and Owerri serve as major trade and production hubs with dense industrial activity, vibrant wholesale markets, and rapidly growing urban populations.
The Onitsha main market β reputedly one of the largest markets in Africa β generates thousands of tons of packaging waste monthly. Aba's light manufacturing sector, centred on garments, footwear, and consumer goods, produces substantial quantities of plastic packaging, film, and industrial plastic waste. These conditions create an unusually rich feedstock base for recycling operations, provided the collection infrastructure is adequately developed.
Against this backdrop, Foraminifera Market Research Limited has conducted a comprehensive research exercise to map the current state of the plastic recycling industry across all five South East states, assess investment viability, and provide strategic guidance for investors, development finance institutions, state governments, and development partners seeking to unlock value in this sector.
The analysis is grounded in field research conducted in 2025β2026, secondary data from national and international sources, and Foraminifera's proprietary economic modelling framework.
The industry structure in South East Nigeria is predominantly informal. An estimated 68β72% of plastic waste recovery occurs through informal waste pickers (locally called "scavengers" or "waste pickers"), aggregators, and small-scale dealers operating outside any regulatory framework.
These actors perform a critical economic function β recovering plastics that would otherwise pollute the environment β but lack the scale, capital, and market access to achieve meaningful throughput increases. The opportunity for formal sector investors is not to compete with informal actors but to integrate them into structured collection systems while adding value through mechanised processing, quality upgrading, and market linkages.
Key demand drivers include Nigeria's large and growing manufacturing base for plastic products, the rising awareness among multinational FMCG companies of their Extended Producer Responsibility (EPR) obligations, the potential for export of recycled plastic pellets and flakes to Asian and European markets, and growing interest from impact investors and climate finance mechanisms in supporting circular economy projects in Sub-Saharan Africa.
The combination of low feedstock costs (due to undervalued informal collection systems), low land costs relative to Lagos, an abundant semi-skilled labour pool, and improving road infrastructure positions the South East as a highly attractive location for scaled recycling operations.
