South Eastern Nigeria now has the opportunity to replicate—and potentially improve upon—these success stories through the establishment of Airport-Based Floriculture Export Zones (AFEZs). These integrated agro-industrial zones combine commercial greenhouse production, open-field flower cultivation, propagation centres, post-harvest processing facilities, cold-chain logistics, phytosanitary inspection services and airport cargo terminals within a single coordinated development framework.

Because such developments require substantial investment in land, infrastructure, utilities, logistics and export systems, a Public-Private Partnership (PPP) approach provides the most appropriate implementation model. Under this arrangement, governments provide land, enabling infrastructure, regulatory support and investment incentives, while private investors contribute capital, technology, operational expertise, international market access and commercial management.

The proposed programme envisages the development of Airport-Based Floriculture Export Zones around Akanu Ibiam International Airport (Enugu), Sam Mbakwe International Cargo Airport (Owerri) and strategically connected production clusters serving Abia and the wider South Eastern region. These integrated export hubs would serve as catalysts for a new non-oil export industry capable of generating hundreds of millions of dollars in annual export earnings, creating tens of thousands of jobs, strengthening agricultural diversification and positioning South Eastern Nigeria as West Africa's premier floriculture hub.

Unlike conventional agricultural projects, Airport-Based Floriculture Export Zones are designed around logistics efficiency. Fresh flowers are among the world's most perishable agricultural commodities, with commercial value depending largely on the speed with which they move from greenhouse to aircraft and ultimately to international consumers. Locating production, processing and export facilities within or immediately adjacent to international airports dramatically reduces transit times, preserves product quality, extends vase life and enhances competitiveness in premium export markets.

The PPP model also enables government resources to be leveraged more efficiently. Rather than directly financing large-scale commercial production, governments focus on providing strategic infrastructure, facilitating investment approvals, supporting export promotion and creating an enabling regulatory environment. Private investors, meanwhile, introduce advanced greenhouse technologies, international production standards, sophisticated cold-chain systems and global marketing expertise. This partnership distributes project risks appropriately while maximising economic and social returns for all stakeholders.

Beyond export earnings, the programme offers transformative regional development benefits. It will stimulate rural industrialisation, encourage technology transfer, promote climate-smart agriculture, expand opportunities for women and youth, strengthen airport utilisation, increase foreign direct investment, and create new demand for engineering, logistics, packaging, financial services, certification, research and vocational training. It will also establish South Eastern Nigeria as a regional centre for greenhouse technology, tropical horticulture and floriculture innovation, supplying both domestic and West African markets.

Global demand for premium flowers continues to expand due to increasing urbanisation, rising disposable incomes, e-commerce flower delivery services, hospitality growth, corporate gifting, weddings, religious celebrations and home decoration trends. Buyers are also actively seeking to diversify supply chains following disruptions experienced during recent global crises. This creates a favourable window of opportunity for new producing countries capable of delivering consistent quality, reliable logistics and internationally recognised sustainability standards.
